EXPERIENCE

2000-Present
Consultant, Institute for Defense Analyses(IDA) and Science Applications International (SAIC)

1994-2000
SAIC, Group Manager for the Test and Evaluation Group, supporting OSD Test and Evaluation, as well as Air Force and Army test organizations

1987-1994
Office of the Secretary of Defense (OSD). Was Director of Test and Evaluation most of the time, some temporary assignments including a 6-month stint as acting Director , Defense Research and Engineering, while they went through the political appointee selection process.

1960-1987
Air Force Flight Test Center(AFFTC), civil service. Held a variety of positions. Was the AFFTC project engineer on the B-52H and initial F-111 test programs; other positions included chief of the fighter engineering branch where I participated in the F-15 and F-16 source selections and development of the initial test programs. One of my most interesting experiences was being the project engineer for the initial exploitation of the MiG-21, which was done covertly in 1968, results were recently declassified. Became the AFFTC Technical Director in 1985.

1957-1960
Air Force Officer. Spent most of my tour in flight test at Edwards. Worked on the F-105B stability and control, B-52/X-15 carrier and B-52G test programs.

1956-1957
Convair San Diego Division, Edwards Flight Test Location. Worked as a grunt engineer on the F-102 and initial F-106 flight test programs. (Ron Petrick and Emil Dubatowski were there as well).
